That statement right there is simply not true!
While this database does exist... it does not stop you from using your credit cards.
What happens is the merchant submits your information to this database as a "chargeback", if you only do this once in a great while then you'll have no problems at all. However if you make a habit of doing numerous chargebacks in a short amount of time then you may be seen as a "fraud" risk if you have multiply chargebacks against your name in that database. However, it is up to the merchant to search that database "before" accepting and charging your card. They have the choice whether or not to accept your card prior to billing it based on what they find in the database. The merchant also has the ability to "remove" this information and may charge you a fee to do so. If this is a rare thing for you to do then you have nothing to worry about.
