Sorry to say Florida Cops are lazy as crapola, they wont do anything, you have to go to the Attorney General's office in Tallahassee and lodge a complaint against this guy big time. If he is associated with selling on auction sites get him shut down, if he sells in papers contact the newspaper and tell them he is ripping people off etc. You have to find alternative ways to fight back!.
To take care of a lazy cop? go to as many supervisors as you have to raise enough of a stink until they open an investigation. Be a pain in the ole butt.
If that does not work you can try to find proof of other victims and lodge a complaint with the feds.
Contact the jerk tell him that you are filing a complaint with the FBI unless he turns over the product you ordered and you mean with a tracking number that pans out in the carriers system immediately. If he doesnt provide a tracking number then follow through with complaints and CC him a copy of each complaint you file, he has to know you are serious before he will bow.
