Dear Sir/Ma,

RE:CONTRACT PAYMENT AND CHANGE OF ACCOUNT PARTICULARS.

Following series of petitions from scores of foreign
contractors over non-payment of overdue contracts, we are directed to
carry out a thorough examination of various issues raised in the
petitions with a view of effecting payment immediately.

To show its seriousness on the issue, the Federal
Government has set aside US$7 Billion USD, mainly from the loot
recovered from the Gen.Sanni Abacha (Late Nigeria Head of State)
family and
some top members of his regime for payments to Categorized Contractors
Going through the records, it was discovered that some of the claims
were indeed fake as there was no trace of any contract executed
anywhere
in Nigeria, while in some other cases, payments were made to wrong
beneficiaries.

However, we discovered that your contract fund is
one of the few overdue payments, though with some irregularities
that demand immediate clarification from you. Please clarify the
followings:

1. Did you broker the debt to one Mr. Alex Cheng, of
Indo-China Group Ltd. Hong Kong who's passport photograph is hereby
attached to claim and receive the payment on your behalf.

2. Did you sign any Deed of Assignment in his
favour, thereby making him the current beneficiary (Stamped
Agreement with us)

3. By the alleged Transaction between you and Mr.
Alex Cheng, is it in agreement between both of you that payment
should be directed to: account name: Indo-China Group Ltd.
A/C No:114-102-5567-8;
Bank Name: Standard Chartered Bank, 138,141, 1st Floor,
Edingbourgh Tower, the Landmark, 15 Queens Road, Central Hong Kong,
Swift Code: SCBLHKHH.

4. Re-assigning of finance and appropriation
certificate duly signed by
the chairman senate committee on finance and
appropriation to Mr. Alex Cheng.

However, if the above mentioned statements are
false, kindly fax to us without delay your contract details with your
banking information including deed of assignment duly assigned to you
by
the appropriate authorities before the contract execution and
secondly the finance and appropriation certificate duly issued to you
by the
Senate Committee on Finance and appropriation regarding to your
contract
execution as no fees are required from you prior to your contract
payment.
Our suspicion arises from the swiftness with which the process of
transferring the beneficiary from you to Mr. Alex Cheng, was hastily
facilitated by top officials like Dr. Maxuel and Alhaji Rasheed.

Please, confirm to us the genuineness or otherwise
of the above claim to enable us act on the payment as all the basic
requirements for the release of the fund have been satisfied.

Note that we are bound to recognize Mr. Alex Cheng's claim to this
payment if you fail to promptly respond to this
enquiry. You should state your phone/Fax numbers for easy contacts.
