I am a Europe resident. A company that claims to provide specialist tax solutions and claims to operate in Boston MA, contacted me by phone and offered to buy the shares I possess from a company, in favour of their client.
The company sent me a fax with their phone, fax, address and website information.
The shares they are willing to buy pertain to a PLC company in England and they are not listed on any stock exchange.
After several phone conversations they said that there are some "restrictions" on my shares and I have to pay a fee to "un-restrict" the shares, in order to complete the transaction and after the byer will refund this fee along with the payment for the shares.
They will send me some contract to sign and then I must send the fee to some off-shore escrow company and then wait to be paid .
How can I verify the legitimacy of the Byuer and of the escrow company?
Much Obliged for any help.

A UK PLC company MUST listed on the UK stock exchange, otherwise they cannot be a PLC. What is the name of company that contacted you, and what is their address and website? This sounds like a scam - you'll send the 'fee' to 'un-restrict' the shares to this company, probably by WU money transfer, and you'll never hear from them again.

This all shouts "SCAM!" -
Wire transfer of money, plus their website lists one of their employees as Nigel Lawson - he was UK Chancellor of the Exchequer back in the late 1980's.

I would have no futher dealings with this outfit.
