I have to agree with other posts, that equate this to alcohol addiction. I think this compulsive behavioral disorder (though I have no real proof of that other than his recent behavior). What can we do???
I have often compared this to alcohol or gambling addictions . . . sometimes the person needs to hit rock bottom before they see if for themselves.
Any additional information you can give us on the scam will help us to give you more information, but I do know of victims that have been arrested. Here is some info on that

I know someone that is not wealthy, and I suspected that they might need to be on the look out for ID Theft. They said to me "Who would want to steal my identity?" and I said that they could clean out their bank account and they said "Not like there is much in there" . . . but when I mentioned that the person could open new accounts, take out loans in their name, and then the debit collectors would come after HIM and could take away his land that he owns THAT made him pay attention and check things out.
Here is a blog I did about a scam victim who was arrested
