They said it probably wouldn't happen.

They said you wouldn't be liable for 'alleged' PIN missuse.

If someone stole your bank card and used it to withdraw money from your account before you had a chance to realise it was gone, you'd presume you were entitled to get your money back. Yet a number of Watchdog viewers have learned that this isn't always the case.

Shops Report Soaring Fraud with Chip and PIN

CARD crime has soared by more than 50 per cent since hi-tech chip and PIN cards were introduced in a bid to beat fraudsters, according to a survey.

Meanwhile in England:

POLICE have admitted they don't yet know how many incidents of card-skimming or cloning have taken place across the region as it has been hit by a spate of thefts by international gangs.

In the UK, card issuers do not inform cardholders if their PINs have been compromised, yet can hold consumers responsible for alegded PIN missuse.

That is pretty bad. I have seen a variant with the address changed to one in Wales. UK.
