Have any victims contacted their lawmakers or the FTC and asked for an investigation of Western Union similar to the one that required Moneygram to make restitution to some of the victims ? fees?

I do not know if any MoneyGram victims have recieved settlements, but I have contacted the FTC asking them to do the same investigation on Western Union.

I think it would help if MORE victims who used Western Union also contacted the FTC. Here is the link to fill out a complaint form. Feel free to mention that you feel that WU should be investigated just as MoneyGram was.

When I was scammed I turned over the MTCN sheets to all concerned. I am not sure that Western Union can be held accountable. They are just a "middleman" in all this and used by scammers. It may be better to try and investigate the Nigerian banks. That is where the money transfers can be picked up at and I bet the bank people know the scammers.
Western Union does have a scam/Fraud number and I did contact them and give the MTCN's that were involved in the scam.
As it is, there is difficulty in finding scammers and prosecuting them. The Nigerian does make attempts but scammers move around alot and catching them id pure luck or their mistake.

Last year I wrote to Western Union and asked to refund me the transfer fees that were paid on two money transfers (based on fraud). They refused to do so. There is an online complaint form with the FTC that takes less than five minutes to complete. You do no have to complete the sections that do not apply to your situation. Hopefully, all victims who used WU will do this.

I agree it is hard, if not impossible, to catch the scammers. But we can put regulations and safe guards in place here that could help lessen the amount of scams that happens. MoneyGram and Western Union should have more signs posted in their store locations for customers to see.
